As the Federal Civil Service Commission (FCSC) approved the posting of 21 abandoned administrative officers on grade level 08-12 in the Federal Civil Service as signed and circulated to the appropriate quarters by the Director (Employee Mobility), Mrs O.T Olusola-Dada, the Chairman of the of the National Assembly Progressive Media Aides (NAPMAIDEs), Prince Oyelude Oladele has applauded the House Committee Chairman on Public Service Matters, Honourable Sani Umar Bala.
Oyelude, in a statement by the Deputy National Publicity Secretary of the group, Comrade Bashir Suwaid, says the decision of the FCSC is a good omen.
Recalled that, in April 2021, the Chairman, House Committee on Public Service Matters, Hon. Sani Umar Bala move on the URGENT NEED TO IMMEDIATELY ENHANCE THE POSTING OF ABOUT 35 CANDIDATES WHO WERE EMPLOYED BY THE FEDERAL CIVIL SERVICE COMMISSION IN 2017 BUT WERE REJECTED BY THE BUREAU OF PUBLIC PROCUREMENT UPON POSTING AND INDUCTION TRAINING PROGRAMME.
Hon. Sani Umar Bala noted that the FCSC advertised vacancies for employment into various Ministries Department and Agencies in National Dailies including Daily Trust on Monday 19 September, 2016 and upon completion of the selection and recruitment process, successful applicants cut across the 6 geo-political zones were issued letters of appointments.
He also noted that in compliance with administrative procedures, the Bureau of Public Procurement which was among the establishments that vacancies were declared for, accepted candidates who were duly recruited as procurement officers and between 3rd and 7th September, 2018, the Bureau of Public Procurement expended public funds to conduct induction training programme for about 35 candidates recruited as Procurement Officers at the Merit House, Maitama Abuja;
In his motion, Honourable Sani expressed concern that following the training of this category of recruited Procurement Officers, the FCSC through its Department of Recruitment secured a waiver for change of Cadre for the 35 persons from Procurement to other Cadres, which was eventually rejected by the Permanent Secretary.
The paliamentarian also show concern that rather than posting the 35 recruited officers to various departments in the Bureau, a selected few were further selected and reposted to various other Ministries and Establishments, while the remaining 21 recruited officers have been left in limbo without communication since 2018.
He equally expressed concern that other persons recruited alongside the 35 affected persons have since under gone various stages of career development including conformation in the civil service and indeed promotions to the next grade levels but the issue of appointment letters to these group of persons signifies a contract which is currently being negated and also represents grave injustices to the affected persons including their career developments.
Hon. Sani Umar Bala in his sympathetic motion, mandated the Committee on Public Service Matters to investigate allegations of perceived injustice perpetrated on innocent Nigerians for no fault of theirs with a view to causing the immediate posting of the affected persons for resumption of duty, while also ensuring that their years of service are reconciled notionally with others who were employed on the same grade levels as theirs.
The Chairman of the National Assembly Progressive Media Aides (NAPMAIDEs), Prince Oyelude Oladele describes Honourable Sani Musa as a genuine defender of the common man for given hope to the hopeless after 3yrs or neglect.
“Its very obvious, the motion moved my Honourable Sani Umar Bala about 5months ago, coupled with the investigation of his committee has vindicated the 21 employees approved posting by the Federal Civil Service Commission”.
“Honourable Sani Umar Bala is truly a genuine defender of the interest of the common man, passionate and unalloyed in his service to humanity, his proactiveness as the Committee Chairman of Public Service Matters has distinguished him”.
Prince Oyelude Oladele also commended the Head of Civil Service of the Federation, says, her compliance to the resolution of the house is commendable.
“Consideration of the resolution of the House by any head of government agency, parastatal or ministry is a confirmation of humanity in democracy.
I appreciate the Head of Civil Service of the Federation, Dr. Folasade Yemi-Esan for her compliance to the resolution of the House on the need to immediately enhance the posting of candidates who were employed by the Federal Civil Service Commission in 2017 but were rejected by the Bureau of Public Procurement upon posting and induction training programme, moved by Honourable Sani Umar Bala in the House of Representatives,” Oyelude added.
